The County Council has seven members and serves as the fiscal approving body for the county. Four members of the county council are elected from the districts in which they reside in the county. Three County Council members are elected at-large by voters in the whole county. A citizen of Porter County therefore, has an opportunity to elect four of the seven County Council members.
The County Commissioners and other county departments submit their budgets to the County Council for review so they can adopt an annual budget. The Council has the ability to set and levy taxes and appropriate funds. The County Council also has the ability to borrow funds.
