The Town Council appoints three members to the Storm Water Management Board for three year terms.  No more than two members may be of the same political party. 

The Municipal Separate Storm Sewer System (MS4) consists of any means of collecting water and runoff from precipitation that do not connect with the wastewater system.  Such means include ditches, curbs, and storm sewers.  The storm water is directed through these means to a local body of water.  The Storm Water Commission addresses storm water quality, since pollutants on impervious surfaces (pavement, rooftops) are collected with the storm water and eventually discharged in local bodies of water.  Chesterton’s storm water is directed to 8 different waterways eventually flowing into Lake Michigan.  These waterways include Little Calumet River, Sand Creek, Coffee Creek and 5 ditches.  Increased conversion of pervious surfaces to impervious surfaces also contributes to increased flooding, further affecting our water quality.  The MS4 is owned and operated by the town. 

The Storm Water Management Board generally manages the Municipal Separate Storm Sewer System (MS4), manages and hires employees, submits budgets to the town council, makes recommendations to the Town Council pertaining to rate adjustments for Storm Water Utilities and awards contracts, among other responsibilities. 

The Storm Water Board appoints a Superintendent of the MS4 responsible for the detailed supervision of the MS4.  The Superintendent hires and dismisses employees, investigates claims, advises the board and oversees the operations of the department.
The MS4 Operator is supervised by the Storm Water Superintendent. 

The Storm Water Management Board meets on the 3rd Monday of each month at 6:30 p.m. at the Town Hall when needed.
