What is the best weed preventer in flower beds...????? and when should
you put it down?????

Answer:
American brand weed preventer works very well. As with most weed preventers it is best to put down before seeds start to germinate but late applications still help to keep any new seeds from germinating. There is also an organic weed preventer available now.
